Ross Phillips, Chair

Ross Phillips is the Business Operations Manager at Pathways, bringing decades of experience across mental health, addiction, and social services. His background spans clinical social work, planning and funding, workforce development, and service delivery in both Aotearoa New Zealand and overseas. 

Ross contributes to the KPI Programme in several roles, as an NGO Lead, NGO Sponsor and all-round cheerleader for the NGO sector. He is passionate about the power of benchmarking and shared insights to strengthen service quality, believing that collective problem‑solving is key to improving outcomes for tāngata whai ora. 

Ross’s aspirations for the Programme are grounded in connection — bringing NGOs together, elevating data literacy, and supporting genuine quality improvement across services.
