Action Plan

Aggregated data

Data aggregation is any process in which information is gathered and expressed in a summary form, for purposes such as statistical analysis. 

Av

The average of the participant KPI scores from the submitted data of up to 20 DHBs.  In the graphs this is referred to as the participant average.

AV-W

The weighted average using the aggregated numerator and denominator.  In the graphs this is referred to as the population average.

Benchmarking

A standard of excellence, achievement, against which similar things must be measured or compared.

Capability Improvement

Improving the ability of staff in understanding benchmarking, quality improvement, data utilisation in order that they may become more capable.

Caveat

A cautionary note around a principle of use.

Co-design

Planning services from the service interface up in discussion with the service user and with the intention of hearing the service user’s voice in service design.

Consumer Advisor

Person able to use their personal lived experience as a service user to advise services on how improvement and change may and is working for current service users.

COPMIA

Children of parents with mental illness and/or addiction.

Data Template

An electronic template sent to each participating organisation to facilitate data collection and submission within the appropriate time period.

Explanation of how to measure the indicator by the use of its numerator and denominator.

DHB

District Health Board.

Denominator

Something shared or held in common. - The lower part of a fraction used to calculate a rate
or ratio. For example in Average length of residential rehabilitation facility stay the denominator is: Total number of residential rehabilitation discharges in the reference period funded by the DHB. [Match with numerator]

Improvement Science Methodology

Leads

The leadership of the benchmarking and learning processes of the KPI Programme is initiated by Stream Leads. There are leads for each stream of the KPI Programme.

Local Team

A KPI local team is the name given to the teams of KPI participants within each DHB/NGO partnership. The local team meets regularly to review their benchmarking data, develop understanding of benchmarking their services for the purpose of identifying gaps and planning improvements.

Numerator

The upper part of a fraction. A person who participates in the KPI Programme at local team level and benchmarking forums.

PRIMHD-Programme for the Integration of Mental Health Data

PRIMHD (pronounced ‘primed’-Programme for the integration of mental health data) is a Ministry of Health single national mental health and addiction information collection of service activity and outcomes data for health consumers.

The data is collected from district health boards (DHBs) and non-governmental organisations (NGOs). It is stored in the PRIMHD data mart which is part of the Ministry’s national data warehouse.

Quality Improvement

The science of improving the quality of services to the end user through the process of PDSA plan, do, study act cycles and other processes.

Raw data

Raw data (also known as primary data) is a term for data collected from a source. Raw data sets have not been subjected to processing or any other manipulation, and are also referred to as primary data.

Rising To The Challenge RTC

In December 2012, the Government announced a five year service development plan for mental health and addiction services. The aim is to ensure that New Zealanders have better access to quality mental health and addiction services.

  • improve mental health and well being, physical health and social inclusion for people with mental illness and addiction issues
  • encourage more effective use of resources
  • enhance integration of mental health and addiction services
  • reduce disparities in health outcomes
  • improve access to and reduce waiting times for mental health and addiction services.

Service Delivery Model

A model of service delivery is a set of principles, standards, policies and procedures used to guide the design, development, deployment and operation of services delivered by a mental health service. The aim being to offer a consistent service experience to a specific group or sub-group of people with mental health difficulties. It may include aspects of assessment, intervention, treatment and the mechanisms and settings of where services are delivered. Examples include The Recovery Model, The Strengths Model and The Choice and Partnership Approach.

The national governance leaders of the KPI Programme.

Stream

Each area of mental health service is defined as a stream of services within the Programme for example; the Adult stream, the Child and Youth stream, the Forensic stream. The streams are progressively expanding to cover all areas of mental health services in New Zealand.

Sub-domain

The specific issue to be addressed. For example if "effective" is the domain or 'global area of concern', then service user outcomes are the 'specific issue' and the aim is to measure that effectiveness with appropriately designed indicators.

Supplementary information provided in addition to the core indicators.

Tight 6

 This term was coined when the KPI local teams had five members, like a 5 man scrum or 'Tight 5'. There are now 6 local team roles within each participating organisation's local KPI team: Clinician, Manager, Data Analyst, Planner and Funder, NGO partner and Consumer Advisor making this now a 'Tight 6'.

Trend

A trend is the overall tendency of a series of values to increase, decrease or remain relatively stable during a particular period of time.
